Circular 13/2003. Decisions of the Plenary
session of 07-11-2003 regarding the
report on plantations with white varieties
Article 9 of the Regulations of the Denominación de Origen Calificada Rioja provide that, for the authorisation of new plantations, replantings and replacements in lands or vineyards located in the production area, a report from the Control Board stating whether it is possible to include them in the relevant Register is required.
With this premise, the Control Board of the Denominación de Origen Calificada Rioja decided, at a plenary meeting held on 6 March 1992, that and after studying the situation of white varieties, the registered surface area, production, vinification and marketing, the favourable report on any request for planting, replanting or replacing vineyards with white varieties, should be temporarily suspended for a minimum period of one year and as long as the Plenary, in view of the development of vineyards, did not decide to the contrary, urging the autonomous administrations to encourage in turn the replacement of vineyards planted with these varieties by planting red varieties.
Since then, the Control Board Plenary of the Denominación de Origen Calificada Rioja has carried out regular assessments of this situation with constant monitoring, with a more significant precedent in the plenary session of 4 June 1999.
On 29 May 2003, the Technical and Control Committee found favourable sales and the production levels arising from the 12992 decision had corrected the imbalance and made the following proposal:
- To issue a favourable report for replanting or replacing with authorised white varieties from rights generated by grubbing up in the production area of vineyards planted with white varieties.
- To issue a favourable report for replanting or replacing with authorised white varieties other than Viura from rights generated by grubbing up in the production area of vineyards.
This is made public for general knowledge and notified to the regional administrations of the Communities where the Designation is present for such effects as may obtain.
